The 39 Category Of TextilesThe Latest Tariff Exclusion List

In February 19, 2020, the United States Trade Representative Office (USTR) announced the ninth batch of product exclusion notice under the list of 200 billion tariff products. This excludes a total of 47 products, including 8 textile and clothing products.

     In the previous exclusionary period, the first batch involved 2 textile tax numbers, the second batch involved 3 textile tax numbers, the third batch involved 7 textile tax numbers, fourth batches involving 3 textile tax numbers, fifth batches not containing textiles, sixth batches involving 3 textile tax numbers, the 3 batch involving the textile products tax numbers, the batch involving the textile tax number, plus the textile tax of the first batch. The 9 batch excludes a total of 39 textile tax numbers. The excluded products will no longer be subject to a 301 tariff when they export to the United States. Exclusion period can be traced back to the date of entry into force of the 200 billion list - September 24, 2018. The validity of the excluded products listed in this notice is from September 24, 2018 to August 7, 2020.

The ninth group excludes 8 types of textiles description and HS code as follows:

1. cotton and cotton fabrics with a weight not exceeding 100g/m2, ranging from 43 to 68 (cheese cloth), three fold and curl, folded and curled less than 28cm, conform to the aerospace management service (AMS) standard (5208.11.4090);

2. the cotton bleached and plain woven fabrics with a weight not exceeding 100g/m2, from 43 to 68 ("interlining"), conform to the standard of aerospace management service (AMS) (5208.21.4090).

3. synthetic filament yarn dyed woven fabric with weight greater than 280g/m2 but not greater than 420g/m2 (5407.92.2090);

4. flaky fabrics containing less than or equal to 85% percentage weight of staple fibers, mainly or only mixed with cotton, such as man-made short fibers (5516.44.0022) derived from wood;

5. polybutylene terephthalate two ester (PET) non-woven fabric, the length of the film is not more than 160 centimeters by 250 cm, the weight is greater than 1800 grams / square meter, but not more than 3000 grams / square meter (5603.94.9090);

6. the warp knitted fabric made entirely of polyester fiber is glued to plain cloth, and the width is not more than 141 cm. It is more than 271g/m2 and is used for upholstered furniture (6001.92.0010).

7. knitted or crocheted bamboo man-made staple fibres (6003.40.6000);

8. all warp knitted fabrics made of polyester, not less than 290g/m2 but not larger than 500g/m2, are all bonded to polyester woven backing cloth for 6005.39.0080.

Regarding the 200 billion dollar tax collection list, the following summary sheet is excluded.
