China'S Textile Industry Ten Years After WTO Entry

World textile trade returns to "the right way"


From the GATT (GATT) to the World Trade Organization (WTO), its original intention is to promote trade.

The first resolution adopted at the beginning of the WTO was the agreement on textiles and clothing (ATC).

The agreement provides for the gradual resumption of textiles within 10 years (1995-2004).

Such unilateral thinking still exists after the abolition of MFA. The one-sided argument on "China's textile industry is the only beneficiary and the other countries are losers" after the cancellation of China's accession to the WTO and MFA is common.


This is not the case. China's accession to the WTO and the abolition of MFA have accelerated the integration of China's textile industry into the global industrial network (GPN), making the Chinese textile industry in a more equitable competitive environment, giving full play to comparative advantages and promoting the healthy development of the world's textile trade.

From 2001 to 2008, the volume of world textile (SITC65) trade increased by about 50%, while the volume of clothing (SITC84) trade increased by about 75%.

In the meantime, China's textile exports (SITC65) increased by 4 times, and China's clothing exports increased 3 times.

A US ITC policy research report also pointed out that China's entry into WTO has inevitably affected the textile and garment manufacturing industry in the United States, but the overall welfare and total employment level of the US economy has improved.

It can be seen that China's accession to the WTO has not only lifted the fetters of China's textile industry, but also promoted the healthy development of the world's textile trade.

After ten years of WTO entry, China's textile and clothing trade has experienced the training of thought and practice.

Before the financial crisis, China's clothing imports were about 3 times that of 2001, and textile imports increased by about 27%.

At the same time, China has become the second largest consumer of high-end fashion products in the world. The demand of Chinese consumers in the world is growing, and it has become an important force in promoting the development of the world textile and clothing industries.


On the whole, China strives to promote the balance of world textile and clothing trade, promotes multilateral trade policies in an all directional way, and strengthens the technology export, investment, cooperative operation and trade promotion activities for less developed countries, and gradually becomes one of the most important members in world trade.


On the other hand, after China's accession to the WTO, the market continues to open, foreign retail circulation industry has entered, widening domestic channels, stimulating domestic demand, cultivating the fashion market, and making garment retail sales grow at a high speed.

By 2008, the total retail sales of clothing had increased to 1.8 times, and the export channels have also been widened.

China's textile and garment industry has become mature and growing in the international competition, and has gradually realized industrial upgrading.

After entering the WTO for ten years, China has fully integrated into the world, and the economic development has reached a new stage.

China's textile industry has also entered the stage of "increasing quantity and quality" from the rapid growth stage.

In the past five years, China's manufacturing industry, including the textile industry, has faced a huge challenge under the internal and external factors such as RMB appreciation, recruitment difficulties, higher raw material and labor costs, and the Chinese economy has also received an early warning signal of the "middle-income dilemma".


After joining the WTO, as the main member of the world's major economies and the global network of textile industry, China's textile industry is experiencing changes in the world at any moment.
